ok 1st of all Merry christmas , well my questions are as listed
(Can Character come outside the land of the Group? (if able to bring i any Old Rp Characters)
if so then
(how much magic can they have ? (for my one for my master dragon wizard to come [link]) if not then i can send one of his elemental apprentice?) also they are good with hand to hand

Thank you for the holiday wishes. 
The character can certainly come from outside of Syrellia, but it's best to keep them from within the country of Eduria itself. This is so because Syrellia has been quite sheltered for many years and knows little of the world or the other inhabitants beyond itself. You can check out the map here: [link]
Just to note though, Neruthis and Faros Empires are off limits since their societies have gone through too much in their histories to have steady lifestyles outside of their own lands.
As for magics that depends on which of the three Technologies you plan on joining. Two of the three have access to only 1 type of magic, depending, whereas the third has the largest selection. Do take a look at the application journal to get a better idea: [link]
